This document addresses the importance of education secretariats in implementing educational strategies adapted to various territorial contexts. The Educational Management Observatory of the ExE Foundation conducted a survey in January and February 2022, directed at certified territorial entities (ETC), to identify barriers and support needs for in-person education without capacity limits, map actions to mitigate the impact on learning and student well-being, and identify strategies to ensure the provision of educational services during the pandemic.
