Legislative Report on Education. Period 2022-2023

This document analyzes the legislative activity of the Congress of the Republic during the 2022-2023 Legislative Session, which ran from July 20, 2022, to June 20, 2023, marked by significant events such as the government change on August 7. Although 679 legislative initiatives were filed, only 11.78% of them were related to education, and only 2% of the projects were approved, many of which originated from the previous legislative session. Most of the projects aimed to establish mandatory courses, while the discussion on recovering learning affected by the pandemic was not very effective. The need to review the growth scheme of the General System of Participations (SGP) to favor territorial entities with lower fiscal revenues and focus investment on quality is highlighted. Regarding higher education, the focus was on access and financing, without any proposed legislation related to quality.
