This document provides a detailed analysis of the implementation of in-person education in the Colombian educational context. The survey, conducted with 71 Certified Territorial Entities (ETCs), addresses crucial topics such as progress and challenges in implementing in-person learning, actions taken to mitigate the impact of school closures on students’ learning and well-being, and strategies to ensure the provision of educational services. It highlights the essential role of education secretariats in the country’s educational decentralization and their responsibility to ensure a safe return to classrooms. Additionally, the document references guidelines issued by the National Ministry of Education and the Ministry of Health, which outline the criteria and conditions for the return to in-person learning, including capacity limits, minimum distancing, and biosecurity measures.
